For mastering, I export the wave files to Cubse to do my mixing. When I am satisfied with the mix, I open up a stereo track in Cubase and put it in record mode. I record each song of my all onto the stereo track. When I have them all in the same track, with space in between each track of course, I highlight and mark the track and then Normalize to get fairly equal levels on on the tracks. It has worked for me. I set the normalize to -1db.
