I have posted about free vst effects before. The main problem with most effects i have used in Cubase so far is that i could control wich part of the sound spectrum was being sent to the effect. Low cutting is something that you should be able to do with things like delay and reverbs. You definitly don't want effects that add low noise as they mud up everyhting.
The ones below have the abillity to low cut and also have usefull interfaces.
SH-1 is a set of very usefull effects. I only treid the stereo delay but it seems to work very good. look

EpicVerb is a reverb/ambient effect with a great intuitive interface and it has a lot of control. You can make it sound exactly as you want.
