I'd give the Focusrite Forte a look ($499). Not really a sound card, but a 2-in, 4-out high quality usb audio interface. Works with PC or Mac. Focusrite has some excellent preamp technology, and it looks like they put some real money into the A/D converters.

I am using a RME 9632, very satisfied with the quality.
Those soundcards can be found on ebay for 100-200 euros,
they have good quality and unlike most other older soundcards they are compatible with Win 10 64 bit - their drivers work.

The only catch is that you need to have a PCI slot on your motherboard, otherwise,
if you only have PCIe slots, you can use a Startech PCI express to PCI card.
